Coyote Howler Question?

I'm trying to make a cow horn howler using the horn as the tone board. This is my first open reed call, and the first time trying to make my own reed. My problem is, I've got it all together, I try to call with it, and no sound come out. What am I doing wrong?

You need to post some pictures of the toneboard end.
