Pin Mandrel Question

For those that have, or make, pin mandrels, what sizes are they compared to the bore dimension? For example, for a 5/8 bore, should the mandrel be .620? I've got a 1/2" and at times it is too tight for a .5" hole.

In asking this, i realize there are variations in drill bits of the same size. I'm not using a reamer for this particular application so I'm trying to be a one size fits all type.
