Is a drill bit the best way to go? Can you use an auger bit or forstner bit?

That would be a No on the auger bit, and typically a no on the forstner bit. A forstner bit can work, but they get really hot, really fast.

Not much difference between the in and out, but enough to matter. Re-tested the 5/8 and 17mm bits and got the same results. 5/8 drills even hole, 17 mm is off; I will try another 17mm bit.

The problem was solved in my first post, you have a bad drill bit, it happens rare but it happens.   

I only use jobber bits, most of which come from Enco.  Not the real cheap ones, but not the most expensive ones.  Out of all of the drill bits I have ordered over the years I have only had one that was bad.   The jobber bits can be sharpened, none of the others can be sharpened in my Drill Doctor.
