What about a sanding mandrel?  A lot of us guys use an undersized dowel with a slit cut in it but I seem to have the darndest time getting the paper in the slit and making it stay where I want it to not to mention I broke the dowel last time I was using it.  All it would need to be is a 5/8 rod to go in a collet chuck undersized on the other end with a slit and a recessed set screw to tighten down on the paper after its in the slit.  It seems like I may be the only one with this problem but just an idea.

Thats an idea...  I guess one of those things that I have used for so long (1/4" and 3/8" bolts with a slit cut with a hack saw) and thought everyone would already have one that they made themselves.

Ill do a little thinking on an easy way to do it (the slit is something that is sort of tricky to do nice and clean.

The set screw idea... I have never had a problem keeping the sand paper in place, but then again, I have never used one so large in diameter... maybe that or the width of the slit is the culprit?

Wade I find that I have a hard time keeping the coarser grit sandpapers in place they don't like to go into the slot and then love to pull out as I am sanding.  Thanks for checking into it if you come up with one I'd be glad to test it for you

Have you tried using a smaller diameter one?  like the bolt version I mentioned?  I have never had an issue with the paper coming out on that one with any grit I have tried. 

or are you using realty short pieces of sand paper?  that would cause issues too.  I use a full length strip a d wrap it around.  Might be worth a shot.  Few cents for a long bolt and a little time with a hacksaw.

My initial impression is that I couldn't make em cheap enough that anyone would buy them... I know just cutting them with a hacksaw wouldn't be professional enough looking, which in turn would drive up the cost.
